Diesel Heater

I have a w reg ford escort turbo diesel – heater and air con blowing cold?
The air conditioning and heater in my ford escort 2000 1.8 turbo diesel is blwoing cold air and will not heat up. Any suggestions what it might be?
On the Fiesta there is a small valve on the bulkhead that is electrically operated, it allows hot water into the matrix to warm the car. I have changed many of these as it is a common fault but I cant remember if the escort has the same set up. Hope this helps
