What size heater and Lamp would i need for baby Slider?

Hi, im buying a 3ft x 1ft tank for my baby yellow belly slider, what size heater for the water and lamp for basking area would i need? What temperature in degrees celsius would i need as well.
probally fill it at about a 3rd full so probally about 37 litres
