How do i open the beater bar on a kenmore power mate vaccuum?

Each model is different.
Usually, 2 screws that hold the housing with the beater-batter just pressed right into a groove. Press and remove. It varies though.
Just look at the assembly and you can figure this out. Nothing complicated. The beater bar is meant as a replaceable item. And, so is the brush. While you are at it, replace the brush too.

Check the bulb. If it had given you a few years of service, it is good to replace that too. Brush off and clean every path in the vacuum line thoroughly.

Your vacuum will then be good as new.
