Can a relatively powerful space heater act as a “block heater” for my car?

It’s below 10 degrees here in MN, and I’ve been using a pretty powerful space heater in my garage, pointed at my car’s engine, to warm the oil (maybe other things in the drivetrain?) for a couple of hours before most starts. Is this helping? Can I tell by how much smoother my car starts?

Yes, it helps. Just a 100 watt light bulb does a world of good, and your heater is 15 times more powerful. It only heats air, though, where the light bulb can be put right against the engine.
